Only one rung is settled: UAP are officially recognized as reportable military events. Everything above is a capability in progress — evidence capture, fusion, analytic resolution, doctrine, forensics, allied interoperability and public release all exist in some form but are demonstrably incomplete — and the top acts (custody admission, systematic command-owned accountability) have not been taken.
